Muncie Glass Cullet Blues

I don’t know, for heaven’s sake, I was just looking for what the lyrics of “Kokomo Blues” (the origin of the song “Sweet Home Chicago”) might mean, where it says “that eleven-light city, baby”, (or conversely, “that lemon light city, baby”), and there it was:
